The county executive’s $1.72 billion spending plan holds the tax levy flat, but includes various program cuts, including reductions in the county’s child-care subsidies. Also proposed: cutting 189 positions, including 126 layoffs. Astorino has said Albany’s unfunded mandates and county unions’ unwillingness to kick in for health coverage put pressure on the county’s budget.
